  1.1                          A bill for an act 
  1.2             relating to water; appropriating money for water 
  1.3             management in the Red river basin. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $100,000 in fiscal year 2000 and $100,000 in fiscal year 
  1.7   2001 are appropriated from the general fund to the board of 
  1.8   water and soil resources for a grant to the Red river basin 
  1.9   board to develop a Red river basin plan and to coordinate water 
  1.10  management activities in the states and provinces bordering the 
  1.11  Red river.  This appropriation is only available to the extent 
  1.12  it is matched by a proportionate amount from the states of North 
  1.13  Dakota and South Dakota and the province of Manitoba.  The 
  1.14  unencumbered balance in the first year does not cancel but is 
  1.15  available for the second year.
