  1.1                          A bill for an act 
  1.2             relating to public safety; providing for a maximum 
  1.3             percentage of the motorcycle safety fund that may be 
  1.4             spent for certain activities; amending Minnesota 
  1.5             Statutes 1998, section 121A.36, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 121A.36, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [APPROPRIATION.] (a) All funds in the motorcycle 
  1.10  safety fund created by section 171.06, subdivision 2a, are 
  1.11  hereby annually appropriated to the commissioner of public 
  1.12  safety to carry out the purposes of subdivisions 1 and 2.  The 
  1.13  commissioner of public safety may make grants from the fund to 
  1.14  the commissioner of children, families, and learning at such 
  1.15  times and in such amounts as the commissioner deems necessary to 
  1.16  carry out the purposes of subdivisions 1 and 2.  
  1.17     (b) Of the money appropriated under paragraph (a): 
  1.18     (1) In each of fiscal years 1997, 1998, and 1999, not more 
  1.19  than $25,000, and in subsequent years not more than five 
  1.20  percent, shall be expended to defray the administrative costs of 
  1.21  carrying out the purposes of subdivisions 1 and 2.; and 
  1.22     (2) In each of fiscal years 1997, 1998, and 1999, not more 
  1.23  than 65 percent, and in subsequent years not more than 60 
  1.24  percent, shall be expended for the combined purpose of training 
  1.25  and coordinating the activities of motorcycle safety instructors 
  2.1   and making reimbursements to schools and other approved 
  2.2   organizations. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective July 1, 1999.
