A bill for an act
relating to education; collecting and reporting data on the efficacy of teacher
preparation programs approved by the state Board of Teaching; appropriating
money; amending Minnesota Statutes 2014, section 122A.09, by adding a
subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 122A.09, is amended by adding a
subdivision to read:

new text begin Teacher preparation program data; report. new text end

new text begin The Board of Teaching, in
cooperation with colleges and universities that offer board-approved teacher preparation
programs and the Office of Higher Education under section 136A.01, annually must
collect valid, reliable, and timely data for comparing the efficacy of the state's teacher
preparation programs. Each year, by June 1, the Board of Teaching, after consulting
with the Office of Higher Education and interested stakeholders such as the Minnesota
Association of Colleges for Teacher Education, must publish summary data on programs'
efficacy in an understandable, useful, and readily accessible electronic format that is
available on a Web site jointly hosted by the board and the Office of Higher Education.
The summary report at least must include:

new text begin (1) the student entrance requirements for each board-approved program, including
the grade point average by year for students enrolled in each program in the preceding
school year;

new text begin (2) the average skills examination, SAT, and ACT scores of students entering each
program in the preceding school year;

new text begin (3) a list of performance-based assessments by year for students enrolled in each
program in the preceding school year;
new text end

new text begin (4) a list of faculty qualifications, including at least the undergraduate and graduate
degrees of the faculty members and their years of experience as kindergarten through
grade 12 classroom teachers or kindergarten through grade 12 school administrators;

new text begin (5) the average time resident and nonresident program students who graduated from
each program in the preceding school year needed to complete the program;

new text begin (6) the current number and percent of graduates by program in the school year who
were hired to teach full time in the preceding school year;

new text begin (7) the number of required content area credits and other credits by program that
students in the preceding school year needed to complete to graduate;

new text begin (8) students' pass rates on skills and subject matter exams required for graduation in
each program and licensure area in the preceding school year;

new text begin (9) survey results measuring student and graduate satisfaction with each program in
the preceding school year;
new text end

new text begin (10) a standard measure of the satisfaction of the school principal or supervising
teacher with the student teachers assigned to the school or that supervising teacher; and

new text begin (11) aggregate evaluation outcomes under section 122A.40, subdivision 8, or
122A.41, subdivision 5, for all newly licensed teachers who graduated within the previous
three school years, by teacher preparation program.

and applies to reports published beginning June 1, 2016.
