  1.1                          A bill for an act 
  1.2             relating to education; modifying total operating 
  1.3             capital revenue for districts operating learning year 
  1.4             programs; amending Minnesota Statutes 1996, section 
  1.5             124A.22, subdivision 10. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 124A.22, 
  1.8   subdivision 10, is amended to read: 
  1.9      Subd. 10.  [TOTAL OPERATING CAPITAL REVENUE.] (a) For 
  1.10  fiscal year 1997 and thereafter, total operating capital revenue 
  1.11  for a district equals the amount determined under paragraph (b), 
  1.12  (c), (d), (e), or (f), plus $68 times the actual pupil units for 
  1.13  the school year.  The revenue must be placed in a reserved 
  1.14  account in the general fund and may only be used according to 
  1.15  subdivision 11. 
  1.16     (b) For fiscal years 1996 and later, capital revenue for a 
  1.17  district equals $100 times the district's maintenance cost index 
  1.18  times its actual pupil units for the school year. 
  1.19     (c) For 1996 and later fiscal years, the previous formula 
  1.20  revenue for a district equals $128 times its actual pupil units 
  1.21  for fiscal year 1995. 
  1.22     (d) Notwithstanding paragraph (b), for fiscal year 1996, 
  1.23  the revenue for each district equals 25 percent of the amount 
  1.24  determined in paragraph (b) plus 75 percent of the previous 
  1.25  formula revenue. 
  2.1      (e) Notwithstanding paragraph (b), for fiscal year 1997, 
  2.2   the revenue for each district equals 50 percent of the amount 
  2.3   determined in paragraph (b) plus 50 percent of the previous 
  2.4   formula revenue. 
  2.5      (f) Notwithstanding paragraph (b), for fiscal year 1998, 
  2.6   the revenue for each district equals 75 percent of the amount 
  2.7   determined in paragraph (b) plus 25 percent of the previous 
  2.8   formula revenue. 
  2.9      (g) The revenue for a district that operates a program 
  2.10  under section 121.585, is increased by an amount equal 
  2.11  to $15 $30 times the number of actual pupil units at the site 
  2.12  where the program is implemented.  This revenue shall be used 
  2.13  for air conditioning and other capital needs related to the 
  2.14  program.
