  1.1                          A bill for an act 
  1.2             relating to elections; requiring distribution of voter 
  1.3             registration forms to certain students; amending 
  1.4             Minnesota Statutes 2002, section 201.1611, subdivision 
  1.5             1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 201.1611, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [FORMS.] All post-secondary institutions 
  1.10  that enroll students accepting state or federal financial aid 
  1.11  shall provide make available voter registration forms to each 
  1.12  student as early as possible in the fall quarter.  School 
  1.13  districts shall make available voter registration forms each May 
  1.14  and September to students registered as students of the school 
  1.15  district who will be eligible to vote at the next election.  A 
  1.16  school district has no obligation to make available voter 
  1.17  registration forms to students who participate in a 
  1.18  postsecondary education option program or who otherwise reside 
  1.19  in the district but do not attend a school operated by the 
  1.20  district.  A school district fulfills its obligation to a 
  1.21  student under this section if it makes available a voter 
  1.22  registration form to the student one time.  The forms must 
  1.23  contain spaces for the information required in section 201.071, 
  1.24  subdivision 1, and applicable rules of the secretary of state.  
  1.25  The institutions and school districts may request these forms 
  2.1   from the secretary of state.  Institutions shall consult with 
  2.2   their campus student government in determining the most 
  2.3   effective means of distributing the forms and in seeking to 
  2.4   facilitate election day registration of students under section 
  2.5   201.061, subdivision 3.  School districts must advise students 
  2.6   that completion of the voter registration forms is not a school 
  2.7   district requirement.
