  1.1                          A bill for an act 
  1.2             relating to education; providing for students to use 
  1.3             academic college counseling services when 
  1.4             participating in postsecondary enrollment options; 
  1.5             amending Minnesota Statutes 2002, section 124D.09, 
  1.6             subdivision 6. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 124D.09, 
  1.9   subdivision 6, is amended to read: 
  1.10     Subd. 6.  [COUNSELING.] To the extent possible, the school 
  1.11  or school district must provide counseling services to pupils 
  1.12  and their parents or guardian before the pupils enroll in 
  1.13  courses under this section to ensure that the pupils and their 
  1.14  parents or guardian are fully aware of the risks and possible 
  1.15  consequences of enrolling in post-secondary courses.  The school 
  1.16  or school district must provide information on the program 
  1.17  including who may enroll, what institutions and courses are 
  1.18  eligible for participation, the decision-making process for 
  1.19  granting academic credits, financial arrangements for tuition, 
  1.20  books and materials, eligibility criteria for transportation 
  1.21  aid, available support services, the need to arrange an 
  1.22  appropriate schedule, consequences of failing or not completing 
  1.23  a course in which the pupil enrolls, the effect of enrolling in 
  1.24  this program on the pupil's ability to complete the required 
  1.25  high school graduation requirements, and the academic and social 
  1.26  responsibilities that must be assumed by the pupils and their 
  2.1   parents or guardian.  The person providing counseling shall 
  2.2   encourage Pupils and their parents or guardian to shall also use 
  2.3   available academic college counseling services at the 
  2.4   post-secondary institutions before the quarter or semester of 
  2.5   enrollment to ensure that anticipated plans are appropriate for 
  2.6   the student to successfully complete.  
  2.7      Prior to enrolling in a course, the pupil and the pupil's 
  2.8   parents or guardian must sign a form that must be provided by 
  2.9   the school or school district and may be obtained from a 
  2.10  post-secondary institution stating that they have received the 
  2.11  information specified in this subdivision and that they 
  2.12  understand the responsibilities that must be assumed in 
  2.13  enrolling in this program.  The department must, upon request, 
  2.14  provide technical assistance to a school or school district in 
  2.15  developing appropriate forms and counseling guidelines.
