  1.1                             A resolution 
  1.2             memorializing the Congress to pass and the President 
  1.3             to sign legislation amending the Indian Gaming 
  1.4             Regulatory Act. 
  1.5      WHEREAS, the United States has enacted into law the "Indian 
  1.6   Gaming Regulatory Act," hereinafter referred to as the "Act;" 
  1.7   and 
  1.8      WHEREAS, the Act contains certain provisions related to the 
  1.9   negotiation of tribal-state compacts in respect of gaming 
  1.10  activities on Indian lands; and 
  1.11     WHEREAS, the State of Minnesota and certain Indian tribes 
  1.12  have negotiated tribal-state compacts under the Act which have 
  1.13  no termination date; and 
  1.14     WHEREAS, amendment to the Act is necessary to require 
  1.15  termination of tribal-state compacts by a date certain to 
  1.16  facilitate renegotiation and appropriate adjustment to 
  1.17  tribal-state relationships in respect of Indian gaming from time 
  1.18  to time; NOW, THEREFORE, 
  1.19     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.20  that Congress should enact and the President should sign 
  1.21  legislation to amend the Act to require tribal-state compacts to 
  1.22  terminate not later than seven years after the effective date of 
  1.23  the compact. 
  1.24     BE IT FURTHER RESOLVED that the Secretary of the State of 
  1.25  Minnesota is directed to prepare certified copies of this 
  2.1   memorial and transmit them to the President of the United 
  2.2   States, the President and Secretary of the Senate, the Speaker 
  2.3   and Clerk of the House of Representatives, the chair of the 
  2.4   Senate Committee on Indian Affairs, the chair of the House 
  2.5   Committee on Natural Resources, and the State of Minnesota's 
  2.6   Senators and Representatives in Congress.
