  1.1                          A bill for an act
  1.2             relating to transportation; establishing a high-speed 
  1.3             bus service pilot project in the metropolitan area. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HIGH-SPEED BUS SERVICE PILOT PROJECT.] 
  1.6      The metropolitan council shall implement a high-speed bus 
  1.7   service pilot project in consultation with the high-speed bus 
  1.8   service advisory committee established in section 2.  The 
  1.9   implementation of the high-speed bus service pilot project does 
  1.10  not alter the provision of transit services in the metropolitan 
  1.11  area pursuant to Minnesota Statutes, sections 473.371 to 473.449.
  1.12     Sec. 2.  [HIGH-SPEED BUS ADVISORY COMMITTEE.] 
  1.13     The metropolitan council shall establish a high-speed bus 
  1.14  service pilot project advisory committee to assist the council 
  1.15  in implementing the service.  The committee shall consist of: 
  1.16     (1) a representative of each city in which the high-speed 
  1.17  bus service pilot project is located; 
  1.18     (2) a representative of Dakota county, appointed by the 
  1.19  county board; 
  1.20     (3) a representative of Carver county, appointed by the 
  1.21  county board; 
  1.22     (4) a representative of Ramsey county, appointed by the 
  1.23  county board; 
  1.24     (5) a representative of Hennepin county, appointed by the 
  2.1   county board; 
  2.2      (6) the commissioner of transportation or the 
  2.3   commissioner's designee; and 
  2.4      (7) a representative of the metropolitan council, appointed 
  2.5   by the council chair. 
  2.6      This section expires July 31, 1999. 
  2.7      Sec. 3.  [REPORT.] 
  2.8      The metropolitan council shall evaluate the high-speed bus 
  2.9   service pilot project and report to the legislature by February 
  2.10  1, 1999.  The report must include, but is not limited to, data 
  2.11  on ridership, hours of service, miles of service, operating 
  2.12  costs, operating subsidies, fare box recovery rate, and capital 
  2.13  costs.  The report must also discuss the impact of the 
  2.14  high-speed bus service on highway congestion, regional transit 
  2.15  ridership, air quality, types of service provided, and other 
  2.16  quantitative and qualitative information that will help the 
  2.17  council and the legislature to evaluate the effectiveness of 
  2.18  high-speed bus service. 
  2.19     Sec. 4.  [APPLICATION.] 
  2.20     Sections 1 to 3 apply in the counties of Anoka, Carver, 
  2.21  Dakota, Hennepin, Ramsey, Scott, and Washington.
