  1.1                          A bill for an act 
  1.2             relating to recreation; appropriating money for a 
  1.3             regional trail. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REGIONAL TRAIL APPROPRIATION.] 
  1.6      Subdivision 1.  [FUNDING.] (a) $750,000 is appropriated 
  1.7   from the general fund to the Ramsey county board of 
  1.8   commissioners and $750,000 is appropriated from the general fund 
  1.9   to the Washington county board of commissioners for the purposes 
  1.10  stated in subdivision 2, paragraph (a). 
  1.11     (b) $75,000 is appropriated from the general fund to the 
  1.12  Ramsey county board of commissioners and $75,000 is appropriated 
  1.13  from the general fund to the Washington county board of 
  1.14  commissioners for the purposes stated in subdivision 2, 
  1.15  paragraph (b). 
  1.16     Subd. 2.  [PURPOSE.] (a) The boards of commissioners for 
  1.17  Ramsey and Washington counties shall use the money appropriated 
  1.18  in subdivision 1, paragraph (a), to cooperatively acquire land 
  1.19  for and develop all or parts of a trail and designated 
  1.20  nonmotorized route around White Bear Lake.  Priority shall be 
  1.21  given to sections of the trail that could also serve as portions 
  1.22  of the White Bear Lake to Stillwater regional trail.  The trail 
  1.23  and route shall be for nonmotorized recreational use and shall 
  1.24  utilize, to the extent safety permits, existing trails and 
  2.1   roadways.  The counties shall cooperate with and consult the 
  2.2   cities of Birchwood, Dellwood, Mahtomedi, and White Bear Lake 
  2.3   and with White Bear township in acquiring and developing the 
  2.4   trail and route.  The boards of commissioners for Ramsey and 
  2.5   Washington counties may grant a portion of the money 
  2.6   appropriated under subdivision 1, paragraph (a), to the cities 
  2.7   of Birchwood, Dellwood, Mahtomedi, and White Bear Lake and to 
  2.8   White Bear township for the purposes stated in this paragraph. 
  2.9      (b) The boards of commissioners of Ramsey and Washington 
  2.10  counties shall use the money appropriated under subdivision 1, 
  2.11  paragraph (b), to cooperatively develop a master plan for the 
  2.12  White Bear Lake to Stillwater regional trail and a separate plan 
  2.13  for the remainder of the trail and route around White Bear Lake 
  2.14  with the cities of Birchwood, Dellwood, Mahtomedi, and White 
  2.15  Bear Lake, White Bear township, and the department of 
  2.16  transportation.
