A bill for an act
relating to the legislature; establishing a schedule
for meeting and consideration of bills; forbidding
meetings of the legislature in even-numbered years;
amending Minnesota Statutes 2004, section 3.011.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 3.011, is
amended to read:


3.011 SESSIONS.

government on the first Tuesday after the first Monday in
January of each odd-numbered year. When the first Monday in
January falls on January 1, it shall meet on the first Wednesday
after the first Monday. new text begin The legislature shall meet on the first
Tuesday in February.
new text end It shall also meet when called by the
governor to meet in special session. new text begin Budget and bonding bills
must be introduced before the legislature begins to meet in
February and must be passed out of committee and sent to the
floor of each house of the legislature before committees may
begin consideration of policy bills. The legislature may not
meet in regular session or adjournment of regular session after
March 31 of an odd-numbered year or in an even-numbered year.
With the permission of the speaker of the house of
representatives and the president of the senate, committees may
meet in an even-numbered year to consider and take testimony on
issues within their jurisdictions. Conference committees must
begin to meet no later than two weeks before the end of a
session.
