  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 12; providing for the legislature 
  1.4             to meet in regular session only in the odd-numbered 
  1.5             year.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      The following amendment to the Minnesota Constitution, 
  1.9   article IV, section 12, is proposed to the people.  If the 
  1.10  amendment is adopted, the section will read as follows: 
  1.11     Sec. 12.  The legislature shall meet at the seat of 
  1.12  government in regular session in the odd-numbered year of each 
  1.13  biennium at the times prescribed by law for not exceeding a 
  1.14  total of 120 legislative days.  The legislature shall not meet 
  1.15  in regular session, nor in any adjournment thereof, after the 
  1.16  first Monday following the third Saturday in May of any the 
  1.17  odd-numbered year.  After meeting at a time prescribed by law, 
  1.18  the legislature may adjourn to another time.  "Legislative day" 
  1.19  shall be defined by law.  A special session of the legislature 
  1.20  may be called by the governor on extraordinary occasions. 
  1.21     Neither house during a session of the legislature shall 
  1.22  adjourn for more than three days (Sundays excepted) nor to any 
  1.23  other place than that in which the two houses shall be assembled 
  1.24  without the consent of the other house. 
  1.25     Sec. 2.  [SUBMISSION TO VOTERS.] 
  2.1      The proposed amendment shall be submitted to the people at 
  2.2   the 1998 general election.  The question submitted shall be: 
  2.3      "Shall the Minnesota Constitution be amended to provide 
  2.4   that the legislature shall meet in regular session only in 
  2.5   odd-numbered years? 
  2.6                                      Yes .......
  2.7                                      No ........"
