A bill for an act
proposing an amendment to the Minnesota Constitution, article VII, by adding a
section; providing for certain officers to be elected by a majority of the votes cast
at the general election for the office.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution, article VII, by adding a section, is
proposed to the people. If the amendment is adopted, the new section will read:

new text begin The legislature shall provide by law for a mechanism that ensures that in order
to be elected to any single member district office, an executive officer, judge, senator, or
representative must receive a majority of the votes cast at the general election for the
office sought.

Sec. 2. new text begin SCHEDULE AND QUESTION.

new text begin The proposed amendment must be submitted to the people at the 2014 general
election. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to require that an executive officer,
judge, or legislator must be elected by a majority of the votes cast at the general election
for the office sought?
