  1.1                          A bill for an act 
  1.2             relating to education; providing a formula for 
  1.3             low-income concentration grant aid; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 124. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124.355] [LOW-INCOME CONCENTRATION GRANT 
  1.8   PROGRAM.] 
  1.9      Subdivision 1.  [GRANT PROGRAM.] A low-income concentration 
  1.10  grant program is established.  The purpose of the program is to 
  1.11  provide additional resources to school buildings in which the 
  1.12  concentration of children from low-income families is high 
  1.13  compared to the districtwide concentration.  
  1.14     Subd. 2.  [APPLICATION PROCESS.] The commissioner of 
  1.15  children, families, and learning shall develop a grant 
  1.16  application process.  In order to qualify for a grant, the 
  1.17  building must be located in a district that meets the following 
  1.18  criteria:  
  1.19     (1) ten percent or more of the district's pupils are 
  1.20  eligible for free and reduced lunch as of October 1 of the 
  1.21  previous fiscal year; 
  1.22     (2) ten percent or more of the district's pupils are 
  1.23  students of color; 
  1.24     (3) the district has at least 1,500 students in average 
  1.25  daily membership; and 
  2.1      (4) the district's administrative office is located in the 
  2.2   seven-county metropolitan area but not in a city of the first 
  2.3   class.  
  2.4      Subd. 3.  [AID.] Low-income concentration aid equals the 
  2.5   sum of: 
  2.6      (1) $200 times the average daily membership of pupils in 
  2.7   kindergarten through grade 6; 
  2.8      (2) $75 times the average daily membership of pupils in 
  2.9   grades 7, 8, and 9; and 
  2.10     (3) $35 times the average daily membership of pupils in 
  2.11  grades 10 through 12. 
  2.12     Subd. 4.  [GRANT USE.] The grant must be used according to 
  2.13  section 124A.28.  The grant may be used only in buildings in the 
  2.14  district where the percent of children in the building eligible 
  2.15  for free and reduced lunch is at least 20 percent and the number 
  2.16  of minority students is at least 20 percent.  
  2.17     Sec. 2.  [LOW-INCOME CONCENTRATION GRANTS.] 
  2.18     $3,067,435 in fiscal year 1998 and $3,064,435 in fiscal 
  2.19  year 1999 are appropriated from the general fund to the 
  2.20  commissioner of children, families, and learning for low-income 
  2.21  concentration grants under section 1.
