  1.1                             A resolution
  1.2             memorializing Congress to deploy a national missile 
  1.3             defense system.  
  1.4      
  1.5      WHEREAS, the 1972 Anti-Ballistic Missile (ABM) Treaty was 
  1.6   signed with a nation that no longer exists; and 
  1.7      WHEREAS, an increasing number of nations, including North 
  1.8   Korea, either currently possess the capability to launch missile 
  1.9   attacks against the United States or are working to obtain that 
  1.10  capability; and 
  1.11     WHEREAS, due in part to advances in technology, the 
  1.12  possibility that a missile bearing a weapon of mass destruction 
  1.13  will be used against U.S. forces or interests is higher today 
  1.14  than it was during most of the Cold War; and 
  1.15     WHEREAS, terrorist groups, not just states, may have the 
  1.16  means to buy intercontinental ballistic missiles; and 
  1.17     WHEREAS, the nation still has no defense against missile 
  1.18  attack; and 
  1.19     WHEREAS, the Cold War policy of "mutual assured destruction"
  1.20  assumed in arms control treaties is not sufficient to deter 
  1.21  terrorist missile attacks; and 
  1.22     WHEREAS, defending against a missile attack is the 
  1.23  government's moral obligation; NOW, THEREFORE, 
  1.24     BE IT RESOLVED by the Legislature of the State of Minnesota 
  2.1   that it urges the United States Congress to support and vote for 
  2.2   all efforts to build and deploy a national missile defense 
  2.3   system as rapidly as possible. 
  2.4      BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.5   State of Minnesota is directed to prepare copies of this 
  2.6   memorial and transmit them to the President and Vice-President 
  2.7   of the United States, the President and the Secretary of the 
  2.8   United States Senate, the Speaker and the Clerk of the United 
  2.9   States House of Representatives, and Minnesota's Senators and 
  2.10  Representatives in Congress.
