  1.1                          A bill for an act 
  1.2             relating to game and fish; authorizing a hunting 
  1.3             season for mourning doves; requiring mourning dove 
  1.4             stamps; requiring a report on the impact of the 
  1.5             mourning dove season; amending Minnesota Statutes 
  1.6             1998, sections 97A.075, by adding a subdivision; and 
  1.7             97A.475, subdivision 5; proposing coding for new law 
  1.8             in Minnesota Statutes, chapter 97B; repealing 
  1.9             Minnesota Statutes 1998, section 97B.731, subdivision 
  1.10            2. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1998, section 97A.075, is 
  1.13  amended by adding a subdivision to read: 
  1.14     Subd. 6.  [MOURNING DOVE STAMPS.] Unsold mourning dove 
  1.15  stamps in excess of 3,000 shall be destroyed by the commissioner 
  1.16  one year after the date of issuance.  The commissioner shall 
  1.17  offer for sale at public auction any remaining stamps of 3,000 
  1.18  or less. 
  1.19     Sec. 2.  Minnesota Statutes 1998, section 97A.475, 
  1.20  subdivision 5, is amended to read: 
  1.21     Subd. 5.  [HUNTING STAMPS.] Fees for the following stamps 
  1.22  are: 
  1.23     (1) migratory waterfowl stamp, $5; 
  1.24     (2) pheasant stamp, $5; and 
  1.25     (3) turkey stamp, $5; and 
  1.26     (4) mourning dove stamp, $5.  
  1.27     Sec. 3.  [97B.713] [MOURNING DOVES.] 
  1.28     Subdivision 1.  [SEASON.] The commissioner shall prescribe 
  2.1   an open season and adopt rules for taking mourning doves.  
  2.2      Subd. 2.  [LICENSE AND STAMP REQUIRED.] A person may not 
  2.3   take mourning doves without a small game license and a mourning 
  2.4   dove stamp in possession. 
  2.5      Sec. 4.  [REPORT.] 
  2.6      The commissioner shall report to the legislature by March 
  2.7   1, 2000, on the results of the mourning dove season authorized 
  2.8   by Minnesota Statutes, section 97B.713.  The report must include 
  2.9   a description of the impact of the season on the mourning dove 
  2.10  population in the state. 
  2.11     Sec. 5.  [REPEALER.] 
  2.12     Minnesota Statutes 1998, section 97B.731, subdivision 2, is 
  2.13  repealed. 
  2.14     Sec. 6.  [EFFECTIVE DATE.] 
  2.15     Sections 1 to 5 are effective the day following final 
  2.16  enactment.
