  1.1                             A resolution
  1.2             memorializing Congress to support the President's call 
  1.3             for legal reform. 
  1.4      
  1.5      WHEREAS, a fair and efficient legal system free from 
  1.6   frivolous and abusive litigation is necessary for a vibrant 
  1.7   economy and access to affordable health care; and 
  1.8      WHEREAS, reasonable caps on damages protect consumers from 
  1.9   the rising cost of products and services that has resulted from 
  1.10  lawsuit abuse; and 
  1.11     WHEREAS, victims who have suffered losses, not attorneys, 
  1.12  should receive the majority of damage awards; and 
  1.13     WHEREAS, lawsuits filed in a timely fashion promote 
  1.14  fairness for all parties; and 
  1.15     WHEREAS, in accordance with the intent of the framers of 
  1.16  the Constitution, cases involving residents of different states 
  1.17  should be tried in federal court; NOW, THEREFORE, 
  1.18     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.19  that it urges the United States Congress to support meaningful 
  1.20  class action reform and medical malpractice liability reform, as 
  1.21  well as any other legal reform legislation in the 108th Congress.
  1.22     BE IT FURTHER RESOLVED that the Secretary of State of the 
  1.23  State of Minnesota is directed to prepare copies of this 
  1.24  memorial and transmit them to the President and Vice-President 
  2.1   of the United States, the President and the Secretary of the 
  2.2   United States Senate, the Speaker and the Clerk of the United 
  2.3   States House of Representatives, and Minnesota's Senators and 
  2.4   Representatives in Congress.
