  1.1                          A bill for an act 
  1.2             relating to state government; department of employee 
  1.3             relations; establishing a program to promote 
  1.4             responsiveness, innovation, productivity, and employee 
  1.5             involvement within executive agencies; appropriating 
  1.6             money; proposing coding for new law in Minnesota 
  1.7             Statutes, chapter 43A. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [43A.211] [MINNESOTA QUALITY COLLEGE.] 
  1.10     Subdivision 1.  [PURPOSE; ESTABLISHMENT.] The Minnesota 
  1.11  quality college is established as a program in the department of 
  1.12  employee relations to provide information on continuous quality 
  1.13  improvement training resources to state officials and employees 
  1.14  in executive agencies.  The purpose of the program is to help 
  1.15  agencies, officials, and employees achieve the mission and goals 
  1.16  of their governmental unit, improve government's responsiveness 
  1.17  to citizens, increase workplace innovation at the employee 
  1.18  level, increase productivity, improve public leadership and 
  1.19  employee involvement, and build pride in public service.  Its 
  1.20  goals are to encourage cost savings and cost sharing among its 
  1.21  clients, to help clients ensure that money for quality 
  1.22  improvement training is wisely spent, and to develop and 
  1.23  maintain a curriculum that provides a base for the continuous 
  1.24  improvement of quality skills in Minnesota's public workforce.  
  1.25  The curriculum must be based on a philosophy of quality that has 
  1.26  these components:  customer focus, continuous improvement, and 
  2.1   employee empowerment and leadership.  The board shall assure 
  2.2   that state agencies and employees have access to and are 
  2.3   provided with information on quality resources, encourage 
  2.4   sharing and interagency cooperation, and provide high-quality 
  2.5   and ongoing training on how to apply the philosophy of quality 
  2.6   in public service.  
  2.7      Subd. 2.  [MANAGEMENT; BOARD.] The commissioner shall 
  2.8   convene a board to manage the college.  The board must consist 
  2.9   of the commissioner; a commissioner from another agency 
  2.10  appointed by the governor; a private citizen experienced in the 
  2.11  application of the quality philosophy, appointed by the 
  2.12  governor; a representative of the exclusive representatives of 
  2.13  employees in the executive branch, selected by the exclusive 
  2.14  representatives; and two representatives of management-level 
  2.15  executive agency employees, selected by the commissioner.  The 
  2.16  board shall take action based on a consensus of its members 
  2.17  present.  The board shall identify training needs and potential 
  2.18  resources to provide different levels of training depending on 
  2.19  the requirements and stage of development of each customer.  
  2.20  Levels of training may include basic quality training, special 
  2.21  management training, refresher courses, coaching, organizational 
  2.22  culture change, and applying quality tools.  The board shall 
  2.23  attempt to design a model curriculum, specific components and 
  2.24  resources to achieve the curriculum, and specific programs 
  2.25  within that curriculum to meet the expressed needs of customers. 
  2.26     Subd. 3.  [CUSTOMERS.] The primary customers of the college 
  2.27  are Minnesota state agencies, officials, and employees.  The 
  2.28  board may extend services to local governmental units, federal 
  2.29  agencies, educational institutions, and nonprofit organizations 
  2.30  within Minnesota, but shall first assure that the needs of their 
  2.31  primary customers are adequately met.  The curriculum must be 
  2.32  organized to meet the needs of five separate groups of 
  2.33  customers:  elected officials, appointed officials, managers, 
  2.34  quality professionals, and public employees. 
  2.35     Subd. 4.  [SUPPLIERS.] The board may draw upon a range of 
  2.36  training resources, including: 
  3.1      (1) staff of the customer agency itself; 
  3.2      (2) other agencies, including courses offered by the 
  3.3   department or the organizational analysis services of the 
  3.4   management analysis division of the department of 
  3.5   administration; 
  3.6      (3) Minnesota public and private higher education 
  3.7   institutions; 
  3.8      (4) private consultants; 
  3.9      (5) professional organizations; and 
  3.10     (6) local governmental units and federal agencies. 
  3.11     Sec. 2.  [APPROPRIATION.] 
  3.12     $....... is appropriated to the commissioner of employee 
  3.13  relations to support the board's implementation of section 1 
  3.14  during fiscal years 1996 and 1997. 
  3.15     Sec. 3.  [EFFECTIVE DATE.] 
  3.16     Section 1 is effective July 1, 1995.
