  1.4      Section 1.  [APPROPRIATIONS.] 
  1.5      $15,000,000 is appropriated in the fiscal year ending June 
  1.6   30, 2000, and $23,000,000 in the fiscal year ending June 30, 
  1.7   2001, from the general fund to the commissioner of human 
  1.8   services for the senior citizen drug program established under
