  1.1                          A bill for an act 
  1.2             relating to watercraft; exempting certain collector 
  1.3             watercraft from the watercraft licensing requirement; 
  1.4             amending Minnesota Statutes 1998, sections 86B.301, 
  1.5             subdivision 2; and 86B.401, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 86B.301, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [EXEMPTIONS.] A watercraft license is not 
  1.10  required for: 
  1.11     (1) a watercraft that is covered by a license or number in 
  1.12  full force and effect under federal law or a federally approved 
  1.13  licensing or numbering system of another state, and has not been 
  1.14  within this state for more than 90 consecutive days, which does 
  1.15  not include days that a watercraft is laid up at dock over 
  1.16  winter or for repairs at a Lake Superior port or another port in 
  1.17  the state; 
  1.18     (2) a watercraft from a country other than the United 
  1.19  States that has not been within this state for more than 90 
  1.20  consecutive days, which does not include days that a watercraft 
  1.21  is laid up at dock over winter or for repairs at a Lake Superior 
  1.22  port or another port in the state; 
  1.23     (3) a watercraft owned by the United States, a state, or a 
  1.24  political subdivision of a state, except watercraft used for 
  1.25  recreational purposes; 
  2.1      (4) a ship's lifeboat; 
  2.2      (5) a watercraft that has been issued a valid marine 
  2.3   document by the United States government; 
  2.4      (6) a duck boat during duck hunting season; 
  2.5      (7) a rice boat during the harvest season; 
  2.6      (8) a seaplane; and 
  2.7      (9) a nonmotorized watercraft nine feet in length or less; 
  2.8   and 
  2.9      (10) a collector watercraft that has been issued a permit 
  2.10  under section 86B.401, subdivision 13.  
  2.11     Sec. 2.  Minnesota Statutes 1998, section 86B.401, is 
  2.12  amended by adding a subdivision to read: 
  2.13     Subd. 13.  [COLLECTOR WATERCRAFT.] (a) The commissioner may 
  2.14  issue a special permit to a person or organization to operate or 
  2.15  transport a collector watercraft without a license in parades or 
  2.16  organized group outings, such as races, rallies, and other 
  2.17  promotional events and for up to ten days each year for personal 
  2.18  transportation.  The commissioner may impose a reasonable 
  2.19  restriction on a permittee and may revoke, amend, suspend, or 
  2.20  modify a permit for cause.  
  2.21     (b) A collector watercraft is a watercraft that is 25 years 
  2.22  old or older, was originally produced as a separate identifiable 
  2.23  make by a manufacturer, and is owned and operated solely as a 
  2.24  collector's item.
