  1.1                          A bill for an act
  1.2             relating to highways; authorizing issuance of 
  1.3             $5,000,000 in state trunk highway bonds for design for 
  1.4             the reconstruction of a segment of marked trunk 
  1.5             highway 10; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; TRUNK HIGHWAY 10 DESIGN.] 
  1.8      $5,000,000 is appropriated from the bond proceeds account 
  1.9   in the trunk highway fund to the commissioner of transportation 
  1.10  for the design of the reconstruction of marked trunk highway 10 
  1.11  from the Sherburne-Anoka county line in Ramsey to marked trunk 
  1.12  highway 25 in Big Lake, including planning, environmental 
  1.13  studies, and alternatives analyses.  Planning must include all 
  1.14  necessary improvements to affected segments of marked trunk 
  1.15  highways 169 and 101 and local streets and highways, and must 
  1.16  provide for future regional facilities including new river 
  1.17  crossings and trunk highway facilities for transit. 
  1.18     Sec. 2.  [BOND SALE.] 
  1.19     To provide the money appropriated in section 1 from the 
  1.20  bond proceeds account in the trunk highway fund, the 
  1.21  commissioner of finance shall sell and issue bonds of the state 
  1.22  in an amount up to $5,000,000 in the manner, upon the terms, and 
  1.23  with the effect prescribed by Minnesota Statutes, sections 
  1.24  167.50 to 167.52, and by the Minnesota Constitution, article 
  1.25  XIV, section 11, at the times and in the amounts requested by 
  2.1   the commissioner of transportation.  The proceeds of the bonds, 
  2.2   except accrued interest and any premium received from the sale 
  2.3   of the bonds, must be deposited in the bond proceeds account in 
  2.4   the trunk highway fund.
