  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to construct a new facility for the Center of Human 
  1.4             Environment in Mahnomen county; authorizing the sale 
  1.5             of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CENTER OF HUMAN ENVIRONMENT.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $...... is appropriated 
  1.9   from the bond proceeds fund to the commissioner of 
  1.10  administration for a grant to Mahnomen county to acquire and 
  1.11  prepare a site for and to design, construct, furnish, and equip 
  1.12  a new facility for the Center of Human Environment.  The county 
  1.13  may enter into a lease or management agreement for the center, 
  1.14  subject to Minnesota Statutes, section 16A.695.  This 
  1.15  appropriation is not available until the commissioner has 
  1.16  determined that at least an equal amount has been committed from 
  1.17  nonstate sources. 
  1.18     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.19  this act from the bond proceeds fund, the commissioner of 
  1.20  finance shall sell and issue bonds of the state in an amount up 
  1.21  to $660,000 in the manner, upon the terms, and with the effect 
  1.22  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.23  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
