  1.1                          A bill for an act 
  1.2             relating to motor vehicles; allowing issuance and 
  1.3             display of single license plate for collector vehicles 
  1.4             and vehicles that meet collector vehicle requirements 
  1.5             but are used for general transportation purposes; 
  1.6             amending Minnesota Statutes 1996, sections 168.10, 
  1.7             subdivisions 1a, 1b, 1c, and 1d; and 169.79. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 168.10, 
  1.10  subdivision 1a, is amended to read: 
  1.11     Subd. 1a.  [COLLECTOR'S VEHICLE, PIONEER LICENSE.] Any 
  1.12  motor vehicle manufactured prior to 1936 and owned and operated 
  1.13  solely as a collector's item shall be listed for taxation and 
  1.14  registration as follows:  An affidavit shall be executed stating 
  1.15  the name and address of the owner, the name and address of the 
  1.16  person from whom purchased, the make of the motor vehicle, year 
  1.17  and number of the model, the manufacturer's identification 
  1.18  number and that the vehicle is owned and operated solely as a 
  1.19  collector's item and not for general transportation purposes.  
  1.20  If the registrar is satisfied that the affidavit is true and 
  1.21  correct and the owner pays a $25 tax, the registrar shall list 
  1.22  such vehicle for taxation and registration and shall issue a 
  1.23  single number plates plate. 
  1.24     The number plates plate so issued shall bear the 
  1.25  inscription "Pioneer," "Minnesota" and the registration number 
  1.26  or other combination of characters authorized under section 
  2.1   168.12, subdivision 2a, but no date.  The number plates are 
  2.2   plate is valid without renewal as long as the vehicle is in 
  2.3   existence.  The registrar has the power to revoke said plates 
  2.4   plate for failure to comply with this subdivision. 
  2.5      Sec. 2.  Minnesota Statutes 1996, section 168.10, 
  2.6   subdivision 1b, is amended to read: 
  2.7      Subd. 1b.  [COLLECTOR'S VEHICLE, CLASSIC CAR LICENSE.] Any 
  2.8   motor vehicle manufactured between and including the years 1925 
  2.9   and 1948, and designated by the registrar of motor vehicles as a 
  2.10  classic car because of its fine design, high engineering 
  2.11  standards, and superior workmanship, and owned and operated 
  2.12  solely as a collector's item shall be listed for taxation and 
  2.13  registration as follows:  An affidavit shall be executed stating 
  2.14  the name and address of the owner, the name and address of the 
  2.15  person from whom purchased, the make of the motor vehicle, year 
  2.16  and number of the model, the manufacturer's identification 
  2.17  number and that the vehicle is owned and operated solely as a 
  2.18  collector's item and not for general transportation purposes.  
  2.19  If the registrar is satisfied that the affidavit is true and 
  2.20  correct and that the motor vehicle qualifies to be classified as 
  2.21  a classic car, and the owner pays a $25 tax, the registrar shall 
  2.22  list such vehicle for taxation and registration and shall issue 
  2.23  a single number plates plate. 
  2.24     The number plates plate so issued shall bear the 
  2.25  inscription "Classic Car," "Minnesota," and the registration 
  2.26  number or other combination of characters authorized under 
  2.27  section 168.12, subdivision 2a, but no date.  The number plates 
  2.28  are plate is valid without renewal as long as the vehicle is in 
  2.29  existence.  The registrar has the power to revoke said plates 
  2.30  plate for failure to comply with this subdivision.

  6.22     Sec. 3.  Minnesota Statutes 1996, section 168.10, 
  6.23  subdivision 1c, is amended to read: 
  6.24     Subd. 1c.  [COLLECTOR'S VEHICLE, COLLECTOR LICENSE.] Any 
  6.25  motor vehicle, including any truck, that is at least 20 model 
  6.26  years old and manufactured after 1935, or any motor vehicle of a 
  6.27  defunct make defined as any car or truck originally licensed as 
  6.28  a separate identifiable make as designated by the division of 
  6.29  motor vehicles, and owned and operated solely as a collector's 
  6.30  vehicle, shall be listed for taxation and registration as 
  6.31  follows:  An affidavit shall be executed stating the name and 
  6.32  address of the person from whom purchased and of the new owner, 
  6.33  the make of the motor vehicle, year and number of the model, the 
  6.34  manufacturer's identification number and that the vehicle is 
  6.35  owned and operated solely as a collector's item and not for 
  6.36  general transportation purposes.  The owner must also prove that 
  7.1   the owner also has one or more vehicles with regular license 
  7.2   plates.  If the registrar is satisfied that the affidavit is 
  7.3   true and correct and the owner pays a $25 tax, the registrar 
  7.4   shall list the vehicle for taxation and registration and shall 
  7.5   issue a single number plates plate. 
  7.6      The number plates plate issued shall bear the inscription 
  7.7   "Collector," "Minnesota" and the registration number or other 
  7.8   combination of characters authorized under section 168.12, 
  7.9   subdivision 2a, but no date.  The number plates are plate is 
  7.10  valid without renewal as long as the vehicle is in existence.  
  7.11  The registrar has the power to revoke the plates plate for 
  7.12  failure to comply with this subdivision. 
  7.13     Sec. 4.  Minnesota Statutes 1996, section 168.10, 
  7.14  subdivision 1d, is amended to read: 
  7.15     Subd. 1d.  [COLLECTOR'S VEHICLE, STREET ROD LICENSE.] Any 
  7.16  modernized motor vehicle manufactured prior to the year 1949 or 
  7.17  designed and manufactured to resemble such vehicle shall be 
  7.18  listed for taxation and registration as follows:  
  7.19     An affidavit shall be executed stating the name and address 
  7.20  of the person from whom purchased and of the new owner, the make 
  7.21  of the motor vehicle, year number of model, and the 
  7.22  manufacturer's identification number.  The affidavit shall 
  7.23  further state that the vehicle is owned and operated solely as a 
  7.24  street rod and not for general transportation purposes.  The 
  7.25  owner must also prove that the owner has one or more vehicles 
  7.26  with regular license plates.  If the registrar is satisfied that 
  7.27  the affidavit is true and correct and the owner pays a $25 tax, 
  7.28  the registrar shall list such vehicle for taxation and 
  7.29  registration and shall issue a single number plates plate.  
  7.30     The number plates plate issued shall bear the inscription 
  7.31  "Street Rod", "Minnesota" and the registration number or other 
  7.32  combination of characters authorized under section 168.12, 
  7.33  subdivision 2a, but no date.  The number plates are plate is 
  7.34  valid without renewal as long as the vehicle is in existence.  
  7.35  The registrar has the power to revoke such plates plate for 
  7.36  failure to comply with this subdivision.  
  8.1      Sec. 5.  Minnesota Statutes 1996, section 169.79, is 
  8.2   amended to read: 
  8.3      169.79 [VEHICLE REGISTRATION.] 
  8.4      No person shall operate, drive or park a motor vehicle on 
  8.5   any highway unless the vehicle is registered in accordance with 
  8.6   the laws of this state and has the number plates for the current 
  8.7   year only, except as provided in section sections 168.10 and 
  8.8   168.12, subdivision 2f, as assigned to it by the commissioner of 
  8.9   public safety, conspicuously displayed thereon in a manner that 
  8.10  the view of any plate is not obstructed.  If the vehicle is a 
  8.11  semitrailer, the number plate displayed must be assigned to the 
  8.12  registered owner and correlate to the certificate of title 
  8.13  documentation on file with the department and shall not display 
  8.14  a year indicator.  If the vehicle is a motorcycle,; motor 
  8.15  scooter,; motorized bicycle,; motorcycle sidecar,; 
  8.16  trailer,; semitrailer,; collector's vehicle with a pioneer, 
  8.17  classic car, collector, or street rod license; vehicle that 
  8.18  meets the requirements of a pioneer, classic, collector, or 
  8.19  street rod vehicle except that the vehicle is used for general 
  8.20  transportation purposes; or vehicle displaying a dealer plate, 
  8.21  one plate shall be displayed on the rear thereof; if the vehicle 
  8.22  is a truck-tractor, road-tractor or farm truck, as defined in 
  8.23  section 168.011, subdivision 17, but excluding from that 
  8.24  definition semitrailers and trailers, one plate shall be 
  8.25  displayed on the front thereof; if it is any other kind of motor 
  8.26  vehicle, one plate shall be displayed on the front and one on 
  8.27  the rear thereof.  All plates shall be securely fastened so as 
  8.28  to prevent them from swinging.  The person driving the motor 
  8.29  vehicle shall keep the plate legible and unobstructed and free 
  8.30  from grease, dust, or other blurring material so that the 
  8.31  lettering shall be plainly visible at all times.  It is unlawful 
  8.32  to cover any assigned letters and numbers or the name of the 
  8.33  state of origin of a license plate with any material whatever, 
  8.34  including any clear or colorless material that affects the 
  8.35  plate's visibility or reflectivity.  License plates issued to 
  8.36  vehicles registered under section 168.017 must display the month 
  9.1   of expiration in the lower left corner as viewed facing the 
  9.2   plate and the year of expiration in the lower right corner as 
  9.3   viewed facing the plate.
