A bill for an act
relating to higher education; requiring a Truth in Enrollment disclosure at the time
of admission; proposing coding for new law in Minnesota Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin This section applies to all public postsecondary
institutions, and to all private postsecondary institutions subject to registration or licensure
under chapter 136A or 141. The disclosure requirements in subdivision 2 are in addition
to any other disclosure requirements contained in federal or state law.

new text begin Truth in Enrollment disclosure required. new text end

new text begin Upon granting an offer of
admission, a postsecondary institution must provide an admitted applicant with a Truth
in Enrollment disclosure statement. The statement must be made in writing, in a format
designed to be easy to read and understand, and delivered with the institution's offer of
admission. At a minimum, the Truth in Enrollment disclosure statement must contain
the following:

new text begin (1) the expected cost of attendance for students enrolling in the institution and
program to which the applicant has been admitted, including the expected cost of
attendance for a single year of the program, and the expected cost of attendance to
complete a degree in the program;

new text begin (2) a listing of the expected tuition rates, student fees, and other expenses associated
with enrollment in the program, detailing any expected increases or decreases in these
rates, fees, and expenses, projected across the number of years the average student takes to
complete the program and earn a degree;

new text begin (3) a summary of the institution's planned use of the tuition and fee dollars to directly
support the academic program to which the applicant has been admitted;

new text begin (4) the average amount of education-related debt carried by students upon successful
completion of the program, including the amount of debt supported by federal or state
loan programs, and the amount of debt supported by private lenders;

new text begin (5) the average amount of financial aid awarded in the form of grants and
scholarships to students enrolled in the program;

new text begin (6) the educational-debt default rate for students who have completed the program;
new text end

new text begin (7) the graduation rates for students entering the program, and the average time
required for degree completion;

new text begin (8) the rate of employment, in an industry directly related to the academic field of
study, of program graduates over the prior five years, along with the average salary for
employed graduates; and

new text begin (9) projections, based on available economic data, of the employment market likely
to exist at the time the admitted applicant completes the degree program.

new text begin Acknowledgement of receipt. new text end

new text begin Prior to enrolling an admitted applicant
in an academic program, the Truth in Enrollment disclosure statement required by
subdivision 2, signed by the student and by the student's assigned academic advisor or
director of the program in which the student will be enrolled, must be returned to the
institution and included in the student's academic file. A copy of the signed disclosure
statement must be provided to the student.
