  1.1                          A bill for an act 
  1.2             relating to health; establishing a financial data 
  1.3             collection system for ambulance services; requiring a 
  1.4             report to the legislature; appropriating money; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 62J. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [62J.70] [AMBULANCE SERVICES FINANCIAL DATA.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] The emergency medical 
  1.10  services regulatory board established under chapter 144E shall 
  1.11  establish a financial data collection system for all ambulance 
  1.12  services licensed in this state.  To establish the financial 
  1.13  database, the emergency medical services regulatory board may 
  1.14  contract with an entity that has experience in ambulance service 
  1.15  financial data collection. 
  1.16     Subd. 2.  [DATA CLASSIFICATION.] All financial data 
  1.17  collected by the emergency medical services regulatory board 
  1.18  shall be classified as nonpublic data under section 13.02, 
  1.19  subdivision 9. 
  1.20     Sec. 2.  [REPORT TO LEGISLATURE.] 
  1.21     By July 1, 1999, the emergency medical services regulatory 
  1.22  board shall submit to the legislature a comprehensive proposal 
  1.23  for regulating ambulance service rates. 
  1.24     Sec. 3.  [APPROPRIATION.] 
  1.25     $52,000 is appropriated from the general fund to the 
  1.26  emergency medical services regulatory board to be used as 
  2.1   start-up costs for the financial data collection system 
  2.2   described in section 1, to be available until June 30, 1999.
