  1.1                          A bill for an act 
  1.2             relating to natural disaster assistance; providing 
  1.3             disaster relief and mitigation measures for counties 
  1.4             designated a major disaster area; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATIONS.] 
  1.7      Subdivision 1.  [ELIGIBILITY.] The sums in this section are 
  1.8   appropriated from the general fund for the fiscal years 
  1.9   indicated, to be spent for disaster relief and mitigation, as 
  1.10  specified in this section, in the areas designated under the 
  1.11  Presidential Declaration of Major Disaster, DR1333, whether 
  1.12  included in the original declaration or added later by federal 
  1.13  government amendment.  The appropriations are available until 
  1.14  June 30, 2002, unless otherwise specified.  If there is a 
  1.15  shortage of funds in any of the programs under subdivisions 2 to 
  1.16  4, unused funds in any of the other programs under subdivisions 
  1.17  2 to 4 may be transferred by interagency agreement to cover the 
  1.18  shortfall. 
  1.19     Subd. 2.  [PUBLIC SAFETY; LOCAL SHARE.] $1,526,000 is 
  1.20  appropriated for fiscal year 2001 to the commissioner of public 
  1.21  safety for grants to local applicants for the applicant's share 
  1.22  of federal disaster assistance funds under Minnesota Statutes, 
  1.23  section 12.221.  The commissioner must award grants based on the 
  1.24  amount of the local share in the signed grant agreement. 
  1.25     Subd. 3.  [DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT; 
  2.1   PUBLIC INFRASTRUCTURE ASSISTANCE.] $1,500,000 is appropriated to 
  2.2   the commissioner of trade and economic development for fiscal 
  2.3   years 2002 and 2003 for grants to local units of government to 
  2.4   assist with public costs that are not covered by federal 
  2.5   disaster programs including damage assessment, repair, 
  2.6   replacement, or improvement of publicly owned infrastructure, 
  2.7   municipal utilities, parks, storm sewers, and wastewater 
  2.8   treatment facilities. 
  2.9      Subd. 4.  [DEPARTMENT OF NATURAL RESOURCES; FLOOD DAMAGE 
  2.10  REDUCTION.] $17,000,000 is appropriated to the commissioner of 
  2.11  natural resources for fiscal years 2002 and 2003 for grants to 
  2.12  local units of government under Minnesota Statutes, section 
  2.13  103F.161, to assist with the cost of mitigative storm drainage 
  2.14  system improvement and other flood mitigation measures.  For the 
  2.15  purposes of these grants, Minnesota Statutes, section 103F.161, 
  2.16  subdivision 2, is waived. 
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     This act is effective the day following final enactment.
