  1.1                          A bill for an act 
  1.2             relating to regional development commissions; 
  1.3             appropriating money for regional planning. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $600,000 is appropriated from the general fund for each 
  1.7   year of the biennium ending June 30, 2001, to the director of 
  1.8   the office of strategic and long-range planning for grants of 
  1.9   $50,000 to each regional development commission or, in regions 
  1.10  not served by regional development commissions, to regional 
  1.11  organizations selected by the director, to support planning work 
  1.12  on behalf of local units of government.  The planning work shall 
  1.13  include, but not be limited to:  
  1.14     (1) development of local zoning ordinances; 
  1.15     (2) land use plans; 
  1.16     (3) community or economic development plans; 
  1.17     (4) transportation and transit plans; 
  1.18     (5) solid waste management plans; 
  1.19     (6) wastewater management plans; 
  1.20     (7) workforce development plans; 
  1.21     (8) housing development plans and/or market analysis; 
  1.22     (9) rural health service plans; 
  1.23     (10) natural resources management plans; or 
  1.24     (11) development of geographical information systems 
  2.1   database to serve a region's needs, including hardware and 
  2.2   software purchases and related labor costs.
