  1.1                          A bill for an act 
  1.2             relating to public administration; authorizing 
  1.3             spending to acquire and better public land and 
  1.4             buildings and other public improvements of a capital 
  1.5             nature with certain conditions; authorizing issuance 
  1.6             of bonds; requiring payment for debt service; and 
  1.7             appropriating money with certain conditions. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9   Section 1.  [CAPITAL IMPROVEMENTS APPROPRIATIONS.] 
  1.10     The sums in the column under "APPROPRIATIONS" are 
  1.11  appropriated from the bond proceeds fund, or another named fund, 
  1.12  to the state agencies or officials indicated, to be spent to 
  1.13  acquire and to better public land and buildings and other public 
  1.14  improvements of a capital nature, as specified in this act.

  2.2   for an option to purchase the existing 
  2.3   HealthEast Bethesda Lutheran Hospital 
  2.4   located north of the Capitol complex 
  2.5   for conversion to state use and to 
  2.6   develop a predesign for comprehensive 
  2.7   renovation of the facility. 
  2.8   Sec. 3.  AGRICULTURE                                    225,000
  2.9   To the commissioner of agriculture to 
  2.10  complete construction of the East Grand 
  2.11  Forks potato inspection facility by 
  2.12  replacing and consolidating facilities 
  2.13  located in Crookston and East Grand 
  2.14  Forks. 
  2.15  All of the debt service costs on the 
  2.16  bonds sold to complete this project are 
  2.17  expenses subject to Minnesota Statutes, 
  2.18  sections 21.115 and 21.116 and their 
  2.19  amount is annually appropriated from 
  2.20  the seed potato inspection fund to 
  2.21  cover payments required by Minnesota 
  2.22  Statutes, section 16A.643. 
  2.23  Sec. 4.  CORRECTIONS                                    649,000
  2.24  Subdivision 1.  To the commissioner
  2.25  of administration for predesign, design,
  2.26  construction, and furnishing of Alcott
  2.27  cottage at MCF Sauk Centre to house 
  2.28  24 juvenile males.                                      421,000
  2.29  Subd. 2.  To the commissioner
  2.30  of human services to demolish building
  2.31  No. 30 at the Moose Lake Regional Treatment
  2.32  Center.  Use of the appropriation in
  2.33  this subdivision is contingent upon
  2.34  commitment of $46,000 in matching
  2.35  federal reimbursements.                                 228,000
  2.36  Sec. 5.  TRADE AND ECONOMIC DEVELOPMENT               9,200,000
  2.37  To the public facilities authority of 
  2.38  the department of trade and economic 
  2.39  development for state matching money to 
  2.40  capitalize the federal drinking water 
  2.41  grant program as provided in Minnesota 
  2.42  Statutes, section 446A.081. 
  2.43  Expenditure of this appropriation is 
  2.44  limited to the minimum amount necessary 
  2.45  to match the allotment of federal funds 
  2.46  to Minnesota. 
  2.47  Sec. 6.  TRANSPORTATION                               9,000,000
  2.48  To the commissioner of transportation 
  2.49  to purchase the Water's Edge building 
  2.50  in Roseville for use as a Minnesota 
  2.51  department of transportation metro 
  2.52  division headquarters.  This 
  2.53  appropriation is from the trunk highway 
  2.54  fund. 
  2.55  Sec. 7.  BOND SALE EXPENSES                              11,000
  2.56  To the commissioner of finance for bond 
  2.57  sale expenses under Minnesota Statutes, 
  2.58  section 16A.641, subdivision 8. 
  3.1   Sec. 8.  BOND SALE SCHEDULE                                    
  3.2   The commissioner of finance shall 
  3.3   schedule the sale of state general 
  3.4   obligation bonds so that, during the 
  3.5   biennium ending June 30, 1997, no more 
  3.6   than $491,373,000 will need to be 
  3.7   transferred from the general fund to 
  3.8   the state bond fund to pay principal 
  3.9   and interest due and to become due on 
  3.10  outstanding state general obligation 
  3.11  bonds.  During the biennium, before 
  3.12  each sale of state general obligation 
  3.13  bonds, the commissioner of finance 
  3.14  shall calculate the amount of debt 
  3.15  service payments needed on bonds 
  3.16  previously issued and shall estimate 
  3.17  the amount of debt service payments 
  3.18  that will be needed on the bonds 
  3.19  scheduled to be sold, the commissioner 
  3.20  shall adjust the amount of bonds 
  3.21  scheduled to be sold so as to remain 
  3.22  within the limit set by this section.  
  3.23  The amount needed to make the debt 
  3.24  service payments is appropriated from 
  3.25  the general fund as provided in 
  3.26  Minnesota Statutes, section 16A.641. 
  3.27     Sec. 9.  [BOND SALE AUTHORIZATION.] 
  3.28     To provide the money appropriated in this act from the bond 
  3.29  proceeds fund, the commissioner of finance, on request of the 
  3.30  governor, shall sell and issue bonds of the state in an amount 
  3.31  up to $11,585,000 in the manner, upon the terms, and with the 
  3.32  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  3.33  16A.675, and by the Minnesota Constitution, article XI, sections 
  3.34  4 to 7. 
  3.35     Sec. 10.  [EFFECTIVE DATE.] 
  3.36     This act is effective the day after its final enactment.
