  1.1                          A bill for an act 
  1.2             relating to insurance; permitting reductions in 
  1.3             certain insurance-related assessments; continuing 
  1.4             state funding for the Minnesota comprehensive health 
  1.5             association; repealing the sunset on current 
  1.6             provisions specifying the relationship between medical 
  1.7             assistance and the Minnesota comprehensive health 
  1.8             association; appropriating money; amending Laws 1997, 
  1.9             chapter 225, article 3, section 22; repealing Laws 
  1.10            1997, chapter 225, article 6, section 8. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Laws 1997, chapter 225, article 3, section 22, 
  1.13  is amended to read: 
  1.14     Sec. 22.  [MCHA ASSESSMENT OFFSET STATE FUNDING; EFFECT ON 
  1.15  PREMIUM RATES OF MEMBERS.] 
  1.16     In approving the premium rates as required in Minnesota 
  1.17  Statutes, sections 62A.65, subdivision 3, and 62L.08, 
  1.18  subdivision 8, the commissioners of health and commerce shall 
  1.19  ensure that any appropriation to reduce the annual assessment 
  1.20  made on the contributing members to cover the costs of the 
  1.21  Minnesota comprehensive health insurance plan as required under 
  1.22  Minnesota Statutes, section 62E.11, is reflected in the premium 
  1.23  rate of rates charged by each contributing member. 
  1.24     Sec. 2.  [APPROPRIATION; MINNESOTA COMPREHENSIVE HEALTH 
  1.25  ASSOCIATION.] 
  1.26     $70,000,000 is appropriated to the commissioner of commerce 
  1.27  from the general fund for the 2000-2001 biennium.  Of this 
  1.28  appropriation, $15,000,000 in fiscal year 2000 and $15,000,000 
  2.1   in fiscal year 2001 shall be disbursed to the Minnesota 
  2.2   comprehensive health association to offset the annual 
  2.3   assessments for calendar years 2000 and 2001 that are required 
  2.4   to be paid by each contributing member under Minnesota Statutes, 
  2.5   section 62E.11.  The remaining $20,000,000 in fiscal year 2000 
  2.6   and $20,000,000 in fiscal year 2001 shall be disbursed to the 
  2.7   Minnesota comprehensive health association as needed to offset 
  2.8   50 percent of the annual assessments that would otherwise be 
  2.9   necessary for calendar years 2000 and 2001 after payment of the 
  2.10  $15,000,000 annual amounts described above.  
  2.11     Sec. 3.  [REVISOR INSTRUCTION.] 
  2.12     The revisor of statutes shall codify Laws 1997, chapter 
  2.13  225, article 3, section 22, as amended in this act, as Minnesota 
  2.14  Statutes, section 63E.11, subdivision 13. 
  2.15     Sec. 4.  [REPEALER.] 
  2.16     Laws 1997, chapter 225, article 6, section 8, is repealed 
  2.17  effective the day following final enactment.
