  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for a 
  1.4             cold weather testing center in Koochiching county.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $2,700,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of trade and economic development for a grant 
  1.9   to Koochiching county to design, construct, furnish, and equip 
  1.10  the Minnesota Cold Weather Testing Center. 
  1.11     This appropriation is not available until the commissioner 
  1.12  has determined that the necessary additional financing to 
  1.13  complete the project with a total cost of at least $5,400,000 
  1.14  has been committed from nonstate sources. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance shall sell and 
  1.18  issue bonds of the state in an amount up to $2,700,000 in the 
  1.19  manner, upon the terms, and with the effect prescribed by 
  1.20  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.21  Minnesota Constitution, article XI, sections 4 to 7. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     Sections 1 and 2 are effective the day after their final 
  1.24  enactment.
