  1.1                          A bill for an act 
  1.2             relating to higher education; appropriating money to 
  1.3             the board of trustees of the Minnesota state colleges 
  1.4             and universities for technical program development 
  1.5             grants. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; TECHNICAL PROGRAM DEVELOPMENT.] 
  1.8      $5,000,000 is appropriated from the general fund to the 
  1.9   board of trustees of the Minnesota state colleges and 
  1.10  universities for the 2002-2003 fiscal biennium to award 
  1.11  competitive grants to campuses or campus faculty for the 
  1.12  development of new and innovative technical certificate, 
  1.13  diploma, and degree programs for emerging fields of employment 
  1.14  at technical colleges or consolidated community and technical 
  1.15  colleges.  To be eligible for a grant, a college must 
  1.16  demonstrate that it has allocated at least one-half of one 
  1.17  percent of its share of the state general fund appropriation in 
  1.18  the prior fiscal year for new program development. 
  1.19     Up to $250,000 of this appropriation may be spent for 
  1.20  central office administration costs.  Priority shall be placed 
  1.21  on grant projects for program development that demonstrates 
  1.22  significant linkage with industry and promotes economic 
  1.23  development in the state.  Grants shall be awarded for a 
  1.24  three-year period, may be for any amount up to $500,000, and 
  1.25  shall be awarded through a process developed by the board.  The 
  2.1   board shall set up a review panel to judge the proposals.  The 
  2.2   panel shall include faculty, administration, students, and at 
  2.3   least one member representing industry.  This appropriation 
  2.4   shall not cancel but is available until expended.  The system 
  2.5   shall report on the uses of this appropriation in the 2003-2005 
  2.6   budget document.
