A bill for an act
relating to the environment; providing zero discharge requirements for
wastewater treatment grants and loans to municipalities; amending Minnesota
Statutes 2006, sections 446A.02, by adding a subdivision; 446A.07, by adding
a subdivision; 446A.072, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 446A.02, is amended by adding a
subdivision to read:

new text begin "Zero discharge facility" means a wastewater
treatment plant that either discharges treated effluent to an aquifer or reuses all effluent
for other purposes.

Sec. 2.

Minnesota Statutes 2006, section 446A.07, is amended by adding a subdivision
to read:

new text begin Zero discharge treatment requirements. new text end

new text begin (a) After August 1, 2007, all
loans for new wastewater treatment plants must be for zero discharge facilities.

new text begin (b) After July 1, 2009, all requests for wastewater treatment loans must include a
plan for the elimination of direct discharge and a plan for wastewater reuse.

new text begin (c) After July 1, 2014, all projects receiving wastewater treatment loans must be for
zero discharge facilities.

Sec. 3.

Minnesota Statutes 2006, section 446A.072, is amended by adding a
subdivision to read:
