A bill for an act
relating to public safety; requiring commissioner of
public safety to adopt rules for fire-resistant
standards for cigarettes and authorizing expedited
process to adopt those rules; proposing coding for new
law in Minnesota Statutes, chapter 299F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

REQUIRED.

new text begin The commissioner of public safety, with the assistance of
the state fire marshal, shall adopt rules containing
fire-resistant cigarette standards. The rules must be
substantively identical to the New York state rules on the
subject, including the provision allowing dealers to use up
existing inventory. The commissioner may use the expedited
process in section 14.389 to adopt the rules. The rules must be
adopted and in effect by January 1, 2006.
