A bill for an act
relating to transportation; appropriating money for county highway-rail grade
crossing warning devices; authorizing sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $9,000,000 is appropriated from the bond
proceeds fund to the commissioner of transportation for grants to counties for design,
engineering, and construction of highway-railroad grade crossing warning devices.

new text begin (b) The commissioner shall establish a process to allocate grant funds. Grants
distributed under this section may only establish warning devices:

new text begin (1) at crossings that do not already have active warning or signaling features such as
an audible bell, lights, automatic signal, or crossing gates; and

new text begin (2) on paved county highways or paved county state-aid highways.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $9,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
