A bill for an act
relating to economic development; requiring domestic materials as a condition of
using public funds for infrastructure in certain cases.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LIMITATION TO ITASCA COUNTY INFRASTRUCTURE
EXPENDITURES IN SUPPORT OF STEEL PLANT.

new text begin No unexpended appropriations, to include unspent portions of grants to Itasca
County, that were intended for public infrastructure needed to support a steel plant in
Itasca County may be expended unless the steel plant enters into a written agreement with
Itasca County that, as a condition of expending state money on supporting infrastructure
projects, requires all iron, steel, or manufactured products used by the steel plant in
constructing, altering, maintaining, or repairing the steel plant have 100 percent United
States content and be 100 percent United States manufactured.
