A bill for an act
relating to capital improvements; authorizing the sale and issuance of state
bonds; appropriating money for a highway overpass in the city of Staples in
Todd County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $300,000 is appropriated to the commissioner of
transportation for a grant to the city of Staples in Todd County to predesign, design, and
construct a highway overpass over U.S. Highway 10 and the Burlington Northern Santa
Fe Railroad tracks in Staples. This appropriation is from the bond proceeds account in the
state transportation fund as provided in Minnesota Statutes, section 174.50, and is added
to the appropriation in Laws 2006, chapter 258, section 16, subdivision 3.

new text begin This appropriation is not available until the commissioner has determined that at
least an equal amount has been committed to the project from nonstate sources.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $300,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
