  1.1                          A bill for an act 
  1.2             relating to veterans; authorizing an annual expense 
  1.3             allowance for the veterans homes board of directors; 
  1.4             amending Minnesota Statutes 1994, section 15A.081, 
  1.5             subdivision 8. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 15A.081, 
  1.8   subdivision 8, is amended to read: 
  1.9      Subd. 8.  [EXPENSE ALLOWANCE.] Notwithstanding any law to 
  1.10  the contrary, positions listed in subdivision 1, constitutional 
  1.11  officers, and the commissioner of iron range resources and 
  1.12  rehabilitation are authorized an annual expense allowance not to 
  1.13  exceed $1,500 for necessary expenses in the normal performance 
  1.14  of their duties for which no other reimbursement is 
  1.15  provided.  The veterans homes board of directors is also 
  1.16  authorized an annual expense allowance not to exceed $1,500 for 
  1.17  use by the agency it governs for necessary expenses of agency 
  1.18  staff in the normal performance of their duties for which no 
  1.19  other reimbursement is provided.  The expenditures under this 
  1.20  subdivision are subject to any laws and rules relating to 
  1.21  budgeting, allotment and encumbrance, preaudit and postaudit.  
  1.22  The commissioner of finance may promulgate rules to assure the 
  1.23  proper expenditure of these funds, and to provide for 
  1.24  reimbursement.  
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.1      This act is effective July 1, 1995.
