  1.1                          A bill for an act 
  1.2             relating to state government; providing four percent 
  1.3             salary decreases for legislators and constitutional 
  1.4             officers until June 30, 2005. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ELECTED OFFICIAL SALARIES.] 
  1.7      Subdivision 1.  [LEGISLATORS.] The salary for legislators 
  1.8   is decreased four percent, effective July 1, 2003, through June 
  1.9   30, 2005. 
  1.10     Subd. 2.  [CONSTITUTIONAL OFFICERS.] The salary for each of 
  1.11  the following officials is decreased by four percent, effective 
  1.12  July 1, 2003, through June 30, 2005:  governor, lieutenant 
  1.13  governor, attorney general, secretary of state, and state 
  1.14  auditor. 
  1.15     Subd. 3.  [EFFECT ON OTHER COMPENSATION.] (a) 
  1.16  Notwithstanding Minnesota Statutes, sections 85A.02, subdivision 
  1.17  5a, 116O.04, subdivision 1, and 349A.02, subdivision 1, or other 
  1.18  law to the contrary, the salary of a state employee, other than 
  1.19  the officials specified in subdivision 2, must not be decreased 
  1.20  from the amount paid on the effective date of this section as a 
  1.21  result of subdivision 2. 
  1.22     (b) Notwithstanding Minnesota Statutes, section 43A.17, 
  1.23  subdivision 9, the compensation of a political subdivision 
  1.24  employee on the effective date of this section that would exceed 
  1.25  95 percent of the salary of the governor as a result of 
  2.1   subdivision 2 must not be decreased as a result of subdivision 2.
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective July 1, 2003.
