A bill for an act
relating to local government; providing for the exclusion of Dodge County from
the Southeast Minnesota Multicounty Housing and Redevelopment Authority.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DODGE COUNTY; EXCLUSION FROM SOUTHEAST MINNESOTA
MULTICOUNTY HOUSING AND REDEVELOPMENT AUTHORITY.

new text begin Notwithstanding the requirements of Minnesota Statutes, section 469.005,
Dodge County may withdraw from the Southeast Minnesota Multicounty Housing and
Redevelopment Authority if all of the following conditions are met:

new text begin (1) the governing body of Dodge County adopts a resolution determining that the
services provided by the Southeast Minnesota Multicounty Housing and Redevelopment
Authority under Minnesota Statutes, sections 469.001 to 469.047, within Dodge County
would be more effectively, efficiently, or economically provided by the governing body of
Dodge County or an authority established by the county;

new text begin (2) before adoption of the resolution, a public hearing is held. Dodge County
shall give notice of the time, place, and purpose of the public hearing not less than ten
days nor more than 30 days prior to the day on which the hearing is to be held, in a
manner appropriate to inform the public. Upon the date fixed for the public hearing,
an opportunity to be heard must be granted to all residents of Dodge County and to all
other interested persons; and

new text begin (3) Dodge County and the Southeast Minnesota Multicounty Housing and
Redevelopment Authority execute an agreement that provides for payment of outstanding
bonds, if any, involving any housing project located in Dodge County. The agreement
must provide for a reasonable allocation between Dodge County and Southeast Minnesota
Multicounty Housing and Redevelopment Authority of expenses directly associated with
those bonds, the amount to be paid by Dodge County, and a payment schedule. The
Southeast Minnesota Multicounty Housing and Redevelopment Authority shall provide
the information required to determine Dodge County's fair, equitable, and reasonable share
of that payment. Consent to the agreement by Dodge County and the Southeast Minnesota
Multicounty Housing and Redevelopment Authority shall not be unreasonably withheld.
