  1.2             relating to local government; establishing county 
  1.3             services districts; requiring counties to cooperate in 
  1.4             the delivery of services; authorizing boards and 
  1.5             advisory committees; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 373. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [373.51] [COUNTY SERVICE DISTRICTS.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] Nineteen county service 
  1.10  districts as provided in this section are established. 
  1.11     Subd. 2.  [DISTRICT 1.] District 1 is composed of Hennepin 
  1.12  county. 
  1.13     Subd. 3.  [DISTRICT 2.] District 2 is composed of Anoka 
  1.14  county. 
  1.15     Subd. 4.  [DISTRICT 3.] District 3 is composed of Ramsey 
  1.16  county. 
  1.17     Subd. 5.  [DISTRICT 4.] District 4 is composed of 
  1.18  Washington county. 
  1.19     Subd. 6.  [DISTRICT 5.] District 5 is composed of Dakota 
  1.20  county. 
  1.21     Subd. 7.  [DISTRICT 6.] District 6 is composed of the 
  1.22  counties of Carver and Scott. 
  1.23     Subd. 8.  [DISTRICT 7.] District 7 is composed of the 
  1.24  counties of Kandiyohi, McLeod, Meeker, Renville, Sibley, and 
  1.25  Wright. 
  1.26     Subd. 9.  [DISTRICT 8.] District 8 is composed of the 
  2.1   counties of Benton, Sherburne, and Stearns. 
  2.2      Subd. 10.  [DISTRICT 9.] District 9 is composed of the 
  2.3   counties of Aitkin, Cass, Crow Wing, Hubbard, Morrison, Todd, 
  2.4   and Wadena. 
  2.5      Subd. 11.  [DISTRICT 10.] District 10 is composed of the 
  2.6   counties of Chisago, Isanti, Kanabec, Mille Lacs, and Pine. 
  2.7      Subd. 12.  [DISTRICT 11.] District 11 is composed of the 
  2.8   counties of Carlton, Cook, Lake, and St. Louis. 
  2.9      Subd. 13.  [DISTRICT 12.] District 12 is composed of the 
  2.10  counties of Beltrami, Itasca, Koochiching, and Lake of the Woods.
  2.11     Subd. 14.  [DISTRICT 13.] District 13 is composed of the 
  2.12  counties of Clearwater, Kittson, Mahnomen, Marshall, Norman, 
  2.13  Pennington, Polk, Red Lake, and Roseau. 
  2.14     Subd. 15.  [DISTRICT 14.] District 14 is composed of the 
  2.15  counties of Becker, Clay, Douglas, Grant, Otter Tail, and Wilkin.
  2.16     Subd. 16.  [DISTRICT 15.] District 15 is composed of the 
  2.17  counties of Big Stone, Chippewa, Lac qui Parle, Pope, Stevens, 
  2.18  Swift, Traverse, and Yellow Medicine. 
  2.19     Subd. 17.  [DISTRICT 16.] District 16 is composed of the 
  2.20  counties of Cottonwood, Jackson, Lincoln, Lyon, Murray, Nobles, 
  2.21  Pipestone, Redwood, and Rock. 
  2.22     Subd. 18.  [DISTRICT 17.] District 17 is composed of the 
  2.23  counties of Blue Earth, Brown, Faribault, Le Sueur, Martin, 
  2.24  Nicollet, and Watonwan. 
  2.25     Subd. 19.  [DISTRICT 18.] District 18 is composed of the 
  2.26  counties of Dodge, Freeborn, Mower, Rice, Steele, and Waseca. 
  2.27     Subd. 20.  [DISTRICT 19.] District 19 is composed of the 
  2.28  counties of Fillmore, Goodhue, Houston, Olmsted, Winona, and 
  2.29  Wabasha. 
  2.30     Sec. 2.  [373.52] [COOPERATIVE SERVICES.] 
  2.31     Subdivision 1.  [MULTICOUNTY DISTRICTS.] Counties in a 
  2.32  county service district composed of more than one county shall 
  2.33  cooperate in the planning of and the provision of county 
  2.34  services and functions within the district to achieve economies 
  2.35  of scale, efficiency in the delivery of services, and the 
  2.36  elimination or reduction of duplication of functions and 
  3.1   services.  The county boards of the counties in the respective 
  3.2   districts may appoint joint boards and advisory committees to 
  3.3   assist in carrying out the purposes of this section.  The county 
  3.4   boards of a district, by resolution and unanimous agreement, may 
  3.5   delegate to a board the authority that they deem necessary to 
  3.6   carry out the function or functions assigned to the board. 
  3.7      Subd. 2.  [SINGLE COUNTY DISTRICTS.] A county that is a 
  3.8   single county service district shall cooperate with other such 
  3.9   counties in the planning of and the provision of county services 
  3.10  for the purposes described in subdivision 1 where feasible.  The 
  3.11  county boards may appoint joint boards and advisory committees 
  3.12  to assist in carrying out the purposes of this section.  The 
  3.13  county boards of the districts, by resolution and unanimous 
  3.14  agreement, may delegate to a board the authority as they deem 
  3.15  necessary to carry out the function or functions assigned to the 
  3.16  board.
