  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XI; restricting the use 
  1.4             of state funds for abortion services. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, a section shall be 
  1.9   added to article XI, to read: 
  1.10     Sec. 15.  Nothing in this constitution confers a right to 
  1.11  abortion.  No state funds shall be used for abortion services 
  1.12  unless specifically authorized by law. 
  1.13     Sec. 2.  [QUESTION.] 
  1.14     The proposed amendment shall be submitted to the people at 
  1.15  the 2004 general election.  The question submitted shall be: 
  1.16     "Shall the Minnesota Constitution be amended to provide 
  1.17  that nothing in the constitution confers a right to abortion and 
  1.18  that no state funds shall be used for abortion services unless 
  1.19  specifically authorized by law? 
  1.20                                     Yes .......
  1.21                                     No ........"
