A bill for an act
relating to cities; authorizing a statutory or home rule charter city to provide
for a full-time student at an institution of higher education to become an ex
officio member of the city council; proposing coding for new law in Minnesota
Statutes, chapter 410.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Institutions of higher education; student member. new text end

new text begin (a) The city
council of a statutory or home rule charter city in which an institution of higher education
is located may by a two-thirds vote of the council provide that a full-time student at the
institution become an ex officio, nonvoting member of the city council.

new text begin (b) If more than one institution of higher education is located within the city, the
ex officio member must be a student at the institution which has the largest number
of students. Each institution must appoint a student member to serve on a committee
composed of the ex officio member and the student members of the institutions to
facilitate communication.

new text begin The term of the ex officio member must be
for the same length of time as the regular terms of the other council members, but may
begin and end on the dates as determined by the council.

new text begin As provided by Minnesota Statutes, section 645.023, subdivision 1, paragraph (a),
section 1 is effective without local approval on the day following final enactment.
