  1.1                          A bill for an act 
  1.2             relating to the campaign finance and public disclosure 
  1.3             board; specifying member qualifications; amending 
  1.4             Minnesota Statutes 1998, section 10A.02, subdivision 1.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 10A.02, 
  1.7   subdivision 1, is amended to read: 
  1.8      Subdivision 1.  [MEMBERSHIP.] There is hereby created a 
  1.9   state campaign finance and public disclosure board composed of 
  1.10  six members.  The members shall be appointed by the governor 
  1.11  with the advice and consent of three-fifths of both the senate 
  1.12  and the house of representatives acting separately.  If either 
  1.13  house fails to confirm the appointment of a board member within 
  1.14  45 legislative days after appointment or by adjournment sine 
  1.15  die, whichever occurs first, the appointment shall terminate on 
  1.16  the day following the 45th legislative day or on adjournment 
  1.17  sine die, whichever occurs first.  If either house votes not to 
  1.18  confirm an appointment, the appointment terminates on the day 
  1.19  following the vote not to confirm.  One member Two members shall 
  1.20  be a former member members of the legislature from a major 
  1.21  political party different from that of the governor; one member 
  1.22  shall be a former member of the legislature from the same who 
  1.23  support different political party as the governor parties; two 
  1.24  members shall be persons who have not been public officials, 
  1.25  held any political party office other than precinct delegate, or 
  2.1   been elected to public office for which party designation is 
  2.2   required by statute in the three years preceding the date of 
  2.3   their appointment; and the other two members shall not support 
  2.4   the same different political party parties.  No more than three 
  2.5   of the members of the board shall support the same political 
  2.6   party.  No member of the board may currently serve as a lobbyist.
  2.7      Sec. 2.  [EFFECTIVE DATE.] 
  2.8      This act is effective the day following final enactment.
