  1.1                          A bill for an act 
  1.2             relating to commerce; regulating the issuance of 
  1.3             financial transaction cards; proposing coding for new 
  1.4             law in Minnesota Statutes, chapter 325G. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [325G.025] [ISSUANCE OF FINANCIAL TRANSACTION 
  1.7   CARDS.] 
  1.8      A financial transaction card must not be issued except in 
  1.9   response to a request or an application for the card by the 
  1.10  person in whose name the card is being issued.  This prohibition 
  1.11  does not apply to the issuance of a financial transaction card 
  1.12  in renewal of, or in substitution for, a card accepted pursuant 
  1.13  to section 325G.03.  This prohibition does not apply to the 
  1.14  issuance of a financial transaction card by a state agency or 
  1.15  political subdivision of the state for the purpose of delivering 
  1.16  government benefits or services.
