  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for 
  1.3             marketing and infrastructure changes due to fishing 
  1.4             and border limitations in Ontario waters and Mille 
  1.5             Lacs Lake. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ONTARIO WATERS.] 
  1.8      $100,000 is appropriated from the general fund to the 
  1.9   commissioner of trade and economic development for the costs of 
  1.10  activities to resolve a dispute concerning fishing restrictions 
  1.11  in Ontario waters that unduly restrict the rights of Minnesota 
  1.12  residents to take fish by angling in border waters.  The 
  1.13  commissioner may use this appropriation for:  (1) a grant to the 
  1.14  attorney general to study a legal challenge in the courts of 
  1.15  Ontario or any other available forum to actions of that province 
  1.16  relating to fishing rights of Minnesotans in border waters; (2) 
  1.17  efforts to mediate the dispute; (3) seeking recourse through the 
  1.18  mechanisms of international trade agreements; or (4) other 
  1.19  actions the commissioner deems necessary to achieve a 
  1.20  resolution.  This appropriation is available until spent. 
  1.21     Sec. 2.  [MILLE LACS.] 
  1.22     $1,220,000 is appropriated from the general fund to the 
  1.23  commissioner of trade and economic development to:  (1) increase 
  1.24  occupancy and visitations at lodging and attractions in the 
  1.25  Mille Lacs area from out-of-state markets, focusing on promoting 
  2.1   nonconsumptive vertical markets including biking, hiking, 
  2.2   snowmobiling, boating, birdwatching, and golfing; (2) increase 
  2.3   awareness of safe environmental practices and compliance of 
  2.4   regulations to protect the Mille Lacs fishery; (3) improve the 
  2.5   Soo Line Trail in the Mille Lacs area; and (4) evaluate 
  2.6   marketing projects.  This appropriation is available until spent.
