A bill for an act
relating to human services; appropriating money to implement Olmstead Plan
training.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; TRAINING RELATED TO THE MINNESOTA
OLMSTEAD PLAN.

new text begin $377,000 is appropriated for the biennium beginning July 1, 2015, from the general
fund to the commissioner of human services for a grant to Advocating Change Together
to deliver training that builds self-advocate leaders to advance community integration
for persons with disabilities under the Minnesota Olmstead Plan. Grant funds shall be
used for the following purposes:

new text begin (1) $40,000 shall be used for program coordination activities;

new text begin (2) $20,000 shall be used for consultants to provide program evaluation;

new text begin (3) $7,000 shall be used for program facilitators and guest educators;
new text end

new text begin (4) $40,000 shall be used for lodging and meals for training participants and
facilitators;
new text end

new text begin (5) $60,000 shall be used by Advocating Change Together to provide staff
participation, to lead facilitation, and for administrative and indirect expenses related to
trainings; and

new text begin (6) $210,000 shall be used for action learning plans to support subgrants to regions
throughout the state to conduct programs to facilitate Olmstead Plan integration mandates.
