  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; permitting certain 
  1.3             licensees to wear headwear in driver's license and 
  1.4             Minnesota identification card photographs; amending 
  1.5             Minnesota Statutes 1994, section 171.071. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 171.071, is 
  1.8   amended to read: 
  1.9      171.071 [IDENTIFICATION IN LIEU OF PHOTOGRAPHS ON LICENSES 
  1.10  AND IDENTIFICATION CARDS.] 
  1.11     Subdivision 1.  [RELIGIOUS OBJECTION.] Notwithstanding the 
  1.12  provisions of section 171.07, the commissioner of public safety 
  1.13  may adopt rules to permit identification on a driver's 
  1.14  license or Minnesota identification card in lieu of a photograph 
  1.15  or electronically produced image where the commissioner finds 
  1.16  that the licensee has religious objections to the use of a 
  1.17  photograph or electronically produced image. 
  1.18     Subd. 2.  [CERTAIN HEADWEAR PERMITTED.] If an accident 
  1.19  involving a head injury, serious illness, or treatment of the 
  1.20  illness has resulted in hair loss by an applicant for a driver's 
  1.21  license or identification card, the commissioner shall permit 
  1.22  the applicant to wear a hat or similar headwear in the 
  1.23  photograph or electronically produced image.  The hat or 
  1.24  headwear must be of an appropriate size and type to allow 
  1.25  identification of the holder of the license or card and must not 
  2.1   obscure the holder's face.
