  1.1                          A bill for an act 
  1.2             relating to the environment; providing for temporary 
  1.3             registrations of vehicles for the purpose of emissions 
  1.4             inspections; amending Minnesota Statutes 1994, section 
  1.5             116.62, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 116.62, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5a.  [TEMPORARY REGISTRATION.] The commissioner, in 
  1.10  consultation with the commissioner of public safety, shall adopt 
  1.11  a procedure for granting temporary registrations to persons 
  1.12  whose vehicle registrations have expired or will shortly 
  1.13  expire.  Upon request of the vehicle owner, the commissioner 
  1.14  shall issue a letter of temporary registration, valid for one 
  1.15  day, that allows the owner to drive to an inspection station to 
  1.16  have the vehicle inspected.
