  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds for the construction of 
  1.4             improvements to the Spirit Mountain Recreation Area 
  1.5             Authority; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $3,175,000 is appropriated from the bond proceeds fund to 
  1.9   the department of trade and economic development for a grant to 
  1.10  the Spirit Mountain Recreation Area Authority to predesign, 
  1.11  design, construct, and equip improvements to the Spirit Mountain 
  1.12  Recreation Area.  Improvements include replacement of the 
  1.13  snowmaking system, remodeling of chalet and banquet facilities, 
  1.14  expansion of runs, and new development of a family skiing area.  
  1.15  This appropriation is available when matched by $1 of local 
  1.16  money for each $1 of state money. 
  1.17     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.18     To provide the money appropriated in this act from the bond 
  1.19  proceeds fund, the commissioner of finance shall sell and issue 
  1.20  bonds of the state in an amount up to $3,175,000 in the manner, 
  1.21  on the terms, and with the effect prescribed by Minnesota 
  1.22  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.23  Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Sections 1 and 2 are effective the day after their final 
  2.1   enactment.
