A bill for an act
relating to health; establishing the Smile Healthy Minnesota 2016 grant program;
appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

PROGRAM.

new text begin (a) The commissioner of health shall establish the Smile Healthy Minnesota 2016
grant program to provide access to dental care for at-risk children, adolescents, adults,
and seniors in rural areas of Minnesota. The grant is available to nonprofit agencies that
provide mobile dental care and have fewer than 20 employees. To be eligible for a grant,
a provider agency must:

new text begin (1) encourage early screening and preventative care by providing dental exams for
children one year of age;

new text begin (2) provide a mobile dental center to rural at-risk areas to provide dental services to
at-risk children, adolescents, adults, and seniors in underserved rural areas; and

new text begin (3) provide preventative dental care including fluoride monitoring, screenings, and
minor dental treatment; and general dental care, education, and information.

new text begin (b) Grantees must report their dental health outcomes to the commissioner by
December 31, 2018.

new text begin (c) For purposes of this grant program, rural areas are any area outside of the
metropolitan counties listed in section 473.121, subdivision 4.

Sec. 2. new text begin APPROPRIATION; SMILE HEALTHY MINNESOTA 2016.

new text begin $500,000 in fiscal year 2016 and $500,000 in fiscal year 2017 are appropriated from
the general fund to the commissioner of health for the Smile Healthy Minnesota 2016
grant program in section 1. The appropriations in this section are available until expended.
