  1.1                          A bill for an act
  1.2             relating to telecommunications; requiring telephone 
  1.3             companies to provide telephone lines for independent 
  1.4             public pay telephone service providers; requiring a 
  1.5             flat rate for this access; proposing coding for new 
  1.6             law in Minnesota Statutes, chapter 237. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [237.064] [RATES FOR INDEPENDENT PAY TELEPHONE 
  1.9   SERVICES.] 
  1.10     Each telephone company that provides local service, 
  1.11  including a company that has developed an incentive plan under 
  1.12  section 237.625, shall provide telephone lines for independent 
  1.13  telephone companies that provide pay telephone service, upon 
  1.14  request by the independent telephone company.  Each telephone 
  1.15  company shall offer the telephone lines at a flat rate equal to 
  1.16  the rate it offers for single party business service in each 
  1.17  exchange where the telephone company does business.  In addition 
  1.18  to a flat rate, the telephone company may also offer alternative 
  1.19  rates to independent telephone companies for pay telephone 
  1.20  service.
